The authority leading the construction of California’s new high-speed railways has issued a request for qualifications to project manage the delivery of a 60-mile central section of the route.

The $45 to $65 million Project and Construction Management Services (PCM) contract covers Construction Package 2-3 of the project from East American Avenue in Fresno to the Tulare-Kern County line.

Earlier this year, the California High Speed Rail Authority published a revised business plan after being told by a Sacramento Superior Court judge that it needed to update its projected costs and passenger numbers before being allowed to raise $8 billion through the sale of bonds. Initial capital costs were reduced by one per cent while the number of passengers expected to use the link was increased.

The authority is now looking to move forward with the construction phase.

The PCM team will work closely with the CP 2-3 design-build contractor, overseeing inspection and testing of the high-speed train infrastructure, technical and environmental compliance including hazmat oversight, utility relocation, construction safety and public outreach.

The authority’s assistant chief program manager, Scott Jarvis, said: “The PCM is an essential component in ensuring that there is proper oversight and compliance on CP 2-3, including management of the project costs.”

Companies must register their interest by May 16.
