Preferred bidder picked for Toronto’s Finch West light rail project

Government agencies Infrastructure Ontario and Metrolinx have selected the preferred bidder to design, build, finance and maintain the 11km Finch West light rail line in Toronto, Ontario.

The chosen consortium, Mosaic Transit Group, is expected to be awarded the contract in spring 2018 with construction to follow shortly after.

Mosaic Transit Group comprises of:

  • Applicant lead: ACS Infrastructure Canada, Aecon Concessions, CRH Canada Group;
  • Construction: Aecon Infrastructure and Management, Dragados Canada, Dufferin Construction Company;
  • Design: Arup Canada, Dillon Consulting, DPM Energy, DTAH, Perkins + Will Canada, Sener SES Canada;
  • Maintenance: ACS Infrastructure Canada, Aecon O&M;
  • Financial advisor: RBC Dominion Securities.

The scope of work includes the construction of the line between Humber College and the new Finch West subway station on the Toronto-York Spadina subway extension.

Along the route the Group will build 18 new stops, including an underground terminal at Humber College and an underground interchange station at Finch West station.

A light rail vehicle maintenance and storage facility near to Norfinch/Oakdale station will also be built, and trackworks, signalling and communications will be completed by the consortium too.

Metrolinx expects the project to be completed in 2022. CEO Phil Verster said: “For Metrolinx, the Finch West LRT project represents another exciting and significant investment in rapid transit for Toronto, and a new line that will provide vital connections to other transit services, including GO, Toronto-York-Spadina subway extension, Züm, MiWay and Viva.

“It will link the communities of Jamestown, Rexdale and Black Creek with downtown Toronto. This is an important project for these communities and will change how people connect with jobs, friends, and families.”

Metrolinx reached an agreement with Alstom in May, 2017, for 17 light rail vehicles to operate on the new line. It recently held a ribbon cutting ceremony to open the facility where the vehicles will be built.
